Summary of Contents

This Circular summarises the statutory pay and conditions of employment of school teachers in maintained schools in England and Wales. It offers guidance on how to apply the statutory provisions in the School Teachers' Pay and Conditions Document 1999. These provisions apply to teachers in all maintained schools, except for those to which an order made under section 3(4) of the School Teachers' Pay and Conditions Act 1991 applies.

The main changes from the 1998 Circular, apart from updating all spines, scales and allowances, relate to:

• restructuring of pay of headteachers in mainstream schools (paragraphs 9-15);
• provisional restructuring of pay of headteachers of special schools (paragraph 16);
• removal of points 0 and 0.5 of the pay spine for qualified classroom teachers (paragraph 32);
• experience points in relation to Education Action Zones (paragraph 47);
• review of recruitment and retention points (paragraphs 57-58);
• induction arrangements for newly qualified teachers (paragraph 110); and
• working time regulations (paragraph 114).
